It explains how Reagan negotiated from a position of strength with the Soviet leaders–by hanging SDI over their heads and driving a hard bargain. He understood that those who seek to gain and abuse power will only respond to the language of power: negotiate with them from a position of strength, not of appeasement in hopes that they will return the favor.
